Todd Blevons, 42, of Uncasville, was charged with assault in the third degree on an elderly person, Connecticut State Police said on Thursday, Nov. 21.

Police began investigating Blevons after an inmate at Corrigan Correctional Center in Montville accused him of using excessive force in April, authorities said.

A police report obtained by WTNH said Blevons threw the 66-year-old inmate to the ground, jumped on him, and pepper sprayed him in his face following a random search. The man told investigators he took cookies out of the cafeteria, violating Corrigan rules.

The man said he put his hands against the wall during the search but took them down when he believed Blevons had finished. That's when the officer allegedly attacked.

Blevons later told investigators that the man had scratched his neck and threatened to kill him.

Video of the incident shows Blevons throwing the man to the ground, kneeing him in the back twice, and then using pepper spray on him, the report continued.

The man told investigators that Blevons would regularly insult him and search him more frequently than other inmates without cause, per the report.

Blevons has been on administrative leave from the New London prison since State Police opened their investigation.

Blevons was released from custody after posting a $25,000 bond, authorities said.
